| Abstract: | This paper examines the findings of two research studies: a survey of organisational approaches to information systems (IS) development and an in-depth study of an IS research and development project. It compares the findings of the two studies to examine to what extent users are excluded from decision-making processes in IS development and by what mechanisms users may be excluded. The implications of structural and conceptual biases in IS development are discussed. |
